In accordance with NRS Chapter 241, the commission may: (I) change the order of the agenda, (II) combine two or more agenda items for consideration, (III) remove an item from the agenda or delay discussion relating to an item on the agenda at any time, and (IV) if the agenda is not completed, recess the meeting and continue on another specified date and time. The commission may interrupt the open meeting and exclude the public for the purpose of having an attorney-client discussion to receive legal advice and to deliberate on the legal advice pursuant to NRS 241.015(4)(c). PUBLIC HEARING: For discussion and possible action to approve/disapprove the proposed Ordinance No. 2026-01, which repeals Chapter 2.08 of the Lander County Code, entitled "Lander County Fiscal Officer," because the Lander County Board of County Commissioners created the office of County Comptroller by resolution to replace the position of County Fiscal Officer, rendering Chapter 2.08 of the Lander County Code entitled "Lander County Fiscal Officer" unnecessary, and for other matters properly related thereto.

For discussion and possible action to approve/disapprove purchasing the land located at 385 South Mountain Street in Battle Mountain adjacent to the Battle Mountain Cemetery, parcel number 002-220-05 from Donald Stuart in an amount of $43,000.00. The subject site is a 0.32- acre or 13,939-square foot property.

For discussion and possible action to approve/disapprove the Interlocal Agreement for Air Medical Transportation Services between Lander County and Guardian Flight LLC d/b/a REACH Air Medical Services, to offer emergency air medical services twenty-four (24) hours, 365 days-a-year for critically ill or injured patients. This agreement will commence on the thirteenth (13) day of August, 2026 and ending on the thirtieth (30) day of August, 2027.

For discussion and possible action to approve/disapprove the county paying the referees for the Battle Mountain Youth Football and Cheer 2026 season.

For discussion and possible action to:

A. Make a determination to:

    1. Request proposals for golf course consulting services for the Mountain View Golf Course in Battle Mountain, including grow-in management, irrigation scheduling, fertility and chemical planning, equipment evaluation, staff training, mowing standards, construction quality assurance, vendor coordination, operational planning, budgeting, and related consulting services; or

    2. Find that this contract is a professional services contract which by its nature is not adapted to award by competitive solicitation.

B. If it is found this is a professional contract which is not adapted to award by competitive solicitation, then to approve/disapprove an agreement between Beau Server and Lander County for the above described golf course consulting services which will commence on September 10, 2026 and will terminate on November 15, 2027, to be compensated as follows:

    1. August 27, 2026 - November 15, 2026: $125/hour, anticipated 35-40 hours per week, not to exceed 40 hours a week without written approval.

    2. November 15, 2026 - February 28, 2027: $125/hour, 25-30 hours per week as needed, with a guaranteed minimum of 15 hours per week, not to exceed 40 hours a week without written approval.

    3. March 1, 2027 - July 1, 2027: $125/hour, not to exceed 40 hours a week without written approval.

    4. July 1, 2027 - November 15, 2027: $70/hour, not to exceed 40 hours a week without written approval.

    5. County shall reimburse Consultant $350.00 per week for travel based on an anticipated 500-mile weekly round trip.  This reimbursement is intended to reflect the applicable IRS standard mileage reimbursement guidelines.  If the IRS standard mileage rate materially changes, the parties may mutually agree in writing to adjust the reimbursement.

A. Make a determination to:

     1. Request for proposals for special events consulting service for the new events center under construction in Battle Mountain, including the services to plan, coordinate, supervise and administer events at the new events center; or

     2. Find that this contract is a professional services contract which by its nature is not adapted to award by competitive solicitation.

B. If it is found that this is a professional contract which is not adapted to award by competitive solicitation, then to approve/disapprove an agreement between Cody Flitton and Lander County for the above events center consulting services which will commence on September 10, 2026 and will terminate on September 30, 2029, to be compensated as follows:

     1. An annual consulting fee of $50,000 for the services described in this Agreement.

     2. An additional fee of $1,000 per day for authorized on-site assignments away from Consultant’s primary residence.

     3. The County shall reimburse approved airfare, lodging, rental vehicles, fuel, parking, and other approved travel expenses.

Review, consideration, and possible action on Parcel Map No. 26-0032, filed by SDJD Properties, LLC, to divide APN 011-170-08, a 10-acre parcel, into a 2.69-acre parcel and a 7.19-acre parcel in a M – Industrial District, with 4,725 square feet of roadway dedication for Muleshoe Road. The subject property is located on the northwest side of Muleshoe Road, approximately 1,593’ northeast of the intersection of Muleshoe Road and Frontage Road, Battle Mountain, NV 89820. This was approved at the August 19, 2026 Planning Commission meeting with the following conditions;
1. Parcel Map to be recorded with the Lander County Recorder’s Office within one (1) year of approval by the Lander County Board of Commissioners.

Review, consideration, and possible action on Parcel Map No. 26-0033, filed by Double K Land Company, LLC, to divide APN 011-020-21 a 114.2-acre parcel, into a 111.05-acre parcel and a 58,843 square foot parcel, and dedication of 3.64-acre of right-of-way for Yellow Brick Road from APNS 011-020-21, 011-020-22 & 011-020-23. The subject properties are located on the north and south side of Yellow Brick Road, at the northwest and southwest corners of the intersection of Yellow Brick Road and Round Mountain Drive, Battle Mountain, NV 89820.This was approved at the August 19, 2026 Planning Commission meeting with the following conditions;
